The Palestinian National Council is holding its first official meeting in 22 years in the West Bank city of Ramallah.
The rare assembly will spend three days discussing critical issues - although several key factions have decided not to attend.
Top of the list is whether or not to suspend the Palestinians' recognition of Israel.
